Recruitment is an essential workforce strategy. Examining the process from the candidate’s perspective while integrating the needs of both child welfare and human resources professionals can help agencies align their strategies with their budget. Workforce experts can be important team members in completing this work because they can provide job analysis and appropriate metrics to measure recruitment efforts.

This tool is a Workforce Conversation Guide. It is intended to be used by a team of child welfare, workforce, and human resource professionals who can examine your agency’s data and determine strengths and opportunities for improvement in your recruitment processes. It offers a series of questions and highlights data sources that can help you conduct a needs assessment that will allow your team to dive deep into your processes and outcomes. It is recommended that you have a team member (or external consultant)with a strong understanding of workforce analytics to support the process. Itis also recommended that following the use of this guide, your team assesses the selection process, as these components of the employee lifecycle go hand-in-hand.
